President of Rio Negócios
Marcelo Haddad is the Executive Director of Rio Negócios, the investment promotion agency for Rio de Janeiro. In this role, he is responsible for attracting and facilitating inward investment to the city.
Previously, Mr. Haddad was the project director for the Secretary of Economic Development, where he managed the revitalization of Rio de Janeiro’s port area. Before that, he served as general manager at ADT Security Services Brazil, a subsidiary of Tyco International Company, and held senior executive roles at a number of other companies, including HSBC, Citibank and PepsiCo.
Mr. Haddad received a bachelor’s degree in law from Universidade do Estado do Rio de Janeiro and specialized in business management at Harvard Business School.
International Director of Rio Negócios
Michael Charlton is the International Director of Rio Negócios, the official agency of the city of Rio de Janeiro responsible for attracting and promoting inward investment. Michael’s role includes developing and implementing strategies to use the 2014 FIFA World Cup in Brazil and the Rio 2016 Olympics as catalysts for the broader promotion of the city and its many business opportunities.
Until March 2011, Michael was Chief Executive of Think London, the award winning public-private Foreign Direct Investment agency for London. Under his leadership, Think London played a critical role in ensuring that London maintained its position as Europe’s leading destination for FDI. The agency assisted nearly 2,000 overseas businesses from more than 40 countries around the globe to set up and expand in London. Collectively these companies created over 40,000 jobs – adding £4.6 billion to the London economy. Michael was responsible for developing and implementing the successful strategy to use the London 2012 Olympics as a platform to promote London as a business location.
Michael is a Chartered Accountant having trained and spent ten years with KPMG. Whilst on secondment from KPMG to Her Majesty’s Government he was Commercial Consul in Atlanta, USA, responsible for promoting the UK as a destination for FDI. He has a BSc Honours degree in Management & Business Finance from Loughborough University of Technology.
Responsible for the Oil & Gas segment in Rio Negocios, Jeferson works as a “Secondee” from IBM Brazil, where he worked for 24 years and has extensive experience in research and development, systems architecture, sales management and senior business consulting.
Master and PhD in Software Engineering from the Pontifical Catholic University of Rio de Janeiro (PUC-RJ) and specialization in Systems Engineering in AOTS / Japan and acting in Research and Development in GMD / Germany.
With experience in the public and private sectors, he worked for four years in the City Hall of Rio de Janeiro as Chief of Staff of the Secretary of Conservation and Public Utilities and as an adviser for new projects in the Civil House.
Originating in the private sector as a sales and marketing manager for companies Hi, Tv Sports Interactive and Xerox where he worked in the matrix in NY.
He has a degree in Sports Management from the University of the City of Rio de Janeiro with postgraduate studies in Management and Innovation in Amana-Key/SP and specialization in public management and public-private partnerships by the World Bank.
Isabela has worked in the Communication department at national and international companies, having experienced Health, Entertainment and Media, Education, Tourism and Importation projects. Some examples are MTV Minas and Unimed, in Brazil and Australian Education Centre, in Sydney. More specifically, she has acted directly in Strategic Planning, Sales Department development, Customer Service, Business Development, Marketing and PR.
Bachelor in Social Communications – Advertising at PUC-Minas, has specialized in Business Management and Marketing at Kent Institute, Australia, and is post-graduated in Business Communications at Centro Universitário de Belo Horizonte (UNI-BH).
He was a partner of Latitude Management and Finance, working in Operational Management of the office. Previously he was an Advisor to the Board of UBS Wealth Management in Brazil (RJ and SP).
He worked at Bank of America in Investment Banking, JP Morgan in the area of Corporate Finance, Corporate Services and Telecommunications Intelligence and Citibank in the Custody area. Francisco holds a BA in Geography from the UFF – RJ.

Before joining the team, Tami Vivas was the International Relations Specialist at Rio de Janeiro’s Industry Federation (FIRJAN). She was in charge of international missions – role that included interaction with public and private stakeholders in order to organize seminars, investment workshops and matchmaking sessions for international companies and authorities.
Previous experience includes several different roles in marketing and sales management for companies like SESI / SENAI RJ, SILIMED Medical Products, and Maisonneuve Magazine in Montreal.
Tami holds a Bachelor of Commerce Degree with a double major in Marketing and International Business from the Sauder School of Business in Canada – having studied one semester at ESADE Business School as part of the International Business Program. She also has a MBA degree in Strategic Marketing from ESPM Rio.
With experience in large communication projects, Marisa has worked on Media Relations at the bid of Rio de Janeiro for the 2016 Olympics and as Communications Manager of the Rio 2016 Organizing Committee. She was responsible for managing the communication of Casa Brazil at the London Olympic Games. Even in the private sector, she has acted in the communication planning for national and international companies and has experience in the healthcare, mining, energy and creative industry. In the public sector she led communications teams in Environment, Sport and Technology areas for the City Hall and the State of Rio de Janeiro.
Bachelor in Social Communications-Journalism at Helio Alonso University with a postgraduate degree in Business Communications at University Candido Mendes and MBA in Project Management by the School of Engineering at the Universidade Federal Fluminense.
